Licenses shall not be required of the following persons:
(A) County residents.
(B) Persons employed by a business having a permanent office in the county.
(C) Persons who solicit only for wholesale delivery to merchants, manufacturers, or other business enterprises at such places of business, or who solicit from professional men, merchants, manufacturers, or businessmen at their respective offices, places of business, or factories, the sale of equipment or articles used in the conduct of their respective professions, businesses, or manufacturing establishments.
