No exhibitor shall install or permit the use of any mechanical or electrical amusement device, and no owner or other person shall operate an amusement arcade, without first obtaining an exhibitors or amusement arcade license from the City Auditor. The City Auditor shall not issue a license to any exhibitor who installs or proposes to install any gambling device per se. The City Auditor may not issue a license for any device that is adapted to or may be readily converted into a gambling device. Such license shall be issued only to persons of good moral character and shall not be transferable to any other person, firm, corporation, or premises, except as provided in § 111.31.
