The City Auditor is authorized to permit the transfer of a license from one mechanical amusement device to another such device, or from one location of an amusement arcade to another location, provided that there is a change of location only, and not a change of ownership or operation of such amusement arcade. Such permit to transfer shall be made under the conditions prescribed by rules and regulations established and adopted by the City Auditor.
