Any licensee under the provisions of this chapter may transfer, from one instrument to another, the slip or sticker issued in accordance with the provisions of § 111.04, provided, however, that application for such transfer shall be made to the Mayor, prior to the transfer and shall have been approved by the Mayor. A record thereof shall be made in his office. There shall be no fee for the transfer as provided in this section.
