§  97.19  PAYMENT PRIOR TO START OF WORK.
   Upon receipt of bids as provided for in § 97.14, and prior to the award of contract by the city, the Mayor shall request and receive from the property owner or agent of the property owner a certified check or money order, payable to the city, representing 50% of the cost of replacement of the sidewalks as determined by the lowest or best bid.
