(A) All collectors of rubbish shall provide a conveyance equipped with a sufficient bed and cover to retain such rubbish. Such cover shall at all times be over the bed of such conveyance except when loading or unloading.
(B) Each collector of rubbish is hereby placed under the supervision and control of the Health Commissioner of the city.
