(A) All containers of garbage shall be gathered up by a collector of garbage. Such collector shall provide a conveyance equipped with a tank or compartment, which tank or compartment shall be leakproof and be equipped with a close-fitting cover. The cover shall be in a closed position, except when such tank or compartment is being loaded or unloaded. Collectors of garbage shall use airtight containers, equipped with a close-fitting cover removable in the collecting or dumping of garbage.
(B) Each collector is placed under the supervision and control of the Health Commissioner of the city.
