The city may seek to terminate the wastewater services to any user which:
(A) Fails to factually report the wastewater constituents and characteristics of its discharge.
(B) Fails to report significant changes in wastewater constituents or characteristics.
(C) Fails to permit reasonable access to the user's premises by a representative of the city for the purpose of inspection or monitoring.
(D) Violates the conditions of this chapter, or any administrative or final judicial order entered with respect thereto.
