No person shall discharge industrial waste, either directly or indirectly, into the city sanitary sewer system without first obtaining a written permit from the Director of Public Service, after the Director has ascertained that the discharge of waste in the particular instance is not in violation of this chapter and that the discharge shall receive satisfactory pretreatment as may be required by the city.
