§ 50.021 PROHIBITED DISCHARGE.
   No person shall discharge, or cause to be discharged, into a public sanitary sewer any storm water, surface water, ground water, roof runoff, subsurface drainage, cooling water, or unpolluted industrial process water; nor shall any person access the sewer system or POTW for any activity including discharge of hauled or septic or industrial wastes except at locations and at times designated by the Director. Any removal of manhole lids or other access to the sewer system to discharge wastes at times and/or locations other than those designated by the Director, or without the Director's permission, shall be a violation and shall be subject to the enforcement actions, fines and penalties allowed by this chapter.
