(A) The position of Utilities Director is created.
(B) (1) The Director shall be in charge of the raw water supply, low head pumps, pumping station, appurtenances, and reservoir. He shall be responsible for the operation and maintenance of such supply and facilities to assure such supply to the water treatment plant. He shall be responsible and shall operate and maintain the water treatment plant by coagulation, flocculation, sedimentation, filtration, chlorination, and high service pumping facilities, whereby a potable water supply shall be produced to the water system. He shall be responsible for the ordering of all parts to maintain all equipment of the water treatment plant and shall order and maintain sufficient quantities of all necessary chemicals needed in the treatment of the raw water to produce a potable water supply for city consumption. He shall check all the analyses and make tests, both at the chemical and bacterial levels, as required by the State Department of Health for potable water supply. He shall be responsible and shall operate and maintain all sewage treatment plant facilities whereby an effluent shall be produced, maintained, and discharged to the receiving stream of such quantity as required by the State Department of Health and the State Environmental Protection Agency. He shall submit to the Environmental Protection Agency complete monthly operating reports of both the water treatment plant operation and the sewage treatment operation of the city plants in the classifications established by state laws. He shall establish such operating procedures and work schedules, at the water treatment plant and sewage treatment plant, whereby continuous operation in the treatment of the product shall be most effective for the city and its inhabitants. The Director shall be available for consultation to the water distribution foreman and the sewer distribution foreman for whatever problem or matter arises in connection with their duties.
(2) The Director shall be in charge of the municipal utilities office and will assist in the mechanical operation of stenciling, posting, recapitulating, mailing of statements, courtesy notices, final notices, final bills, and any other necessary use of the mails. He shall keep complete records for the State Auditor of a cash journal, miscellaneous journal, and separation of all water and sewer moneys received. He shall be required to check out all cashiers' moneys and stubs and issue a receipt for the same. He shall record mailed-in meter readings, check readings, issue work orders, and order all necessary office supplies. He shall open all Municipal Utilities Department mail, list and deposit all moneys received, and assign the balance to its proper category. He shall also maintain records of new taps, meter records, new meter replacement records, meter repair records, assign new service records and accounts according to systems and plats available. He shall handle customer complaints and make fair, equitable adjustments if such complaints are justified. He shall make all deposits of moneys with the City Auditor, shall make out all payrolls of the Utilities Department for the City Auditor and shall designate the symbol of the fund payable from and prepare vouchers for payments of all bills of the Municipal Utilities Department, on a monthly basis, and forward them to the City Auditor and City Treasurer for payment.
