The City Engineer shall be appointed by the Mayor, which appointment shall be confirmed by a majority of the members of Council, and shall serve for an indefinite term. The holder of the office shall be an employee of the city and shall be in the noncompetitive class of the classified service, as provided by the Civil Service Law set forth in R.C. Chapter 143. The City Engineer shall be subject to all applicable laws and regulations pertaining thereto.
