The Mayor, Auditor, Law Director, and a fourth member, who shall be a member of Council to be designated as such by Council-as-a-whole committee, are designated as a committee to act for and on behalf of the Council in the matter of the deposit or investment of public funds as authorized by R.C. Chapter 135, and are authorized to perform all of the functions of the governing board as defined therein on behalf of the city.
