§ 3-13 DOGS PROHIBITED FROM CITY PARK TRAILS.
   1.   Dogs are prohibited running at large on the jogging trails or sidewalks at any city park which has an established jogging trail or sidewalk except by proper resolution by the City Council. Exception may be made to this provision for sanctioned and approved city wide public events on a temporary basis. Dogs on a leash are allowed to accompany their owner or keeper on the jogging trails or sidewalks in the city park.
   2.   When dogs are found running at large on or near the jogging trails or sidewalks at any city park as prohibited by subsection 1. above and their owners or keepers are present, such dogs may but not be impounded; provided, however, the Animal Control Officer shall ensure the dogs are removed from the jogging trails or sidewalks and may, at his or her discretion, cite the owner of such dog to appear in Municipal Court to answer for violation of this or the preceding section.
   3.   The preceding provisions of this section shall not be applicable to any certified working dogs for the disabled or dogs on a leash accompanied by their owner or keeper, which shall be deemed exempt herefrom.
