§ 1-257 AMENDMENTS OR ADDITIONS TO THE CODE OF ORDINANCES.
   1.   The City Council shall have the power to repeal, alter or amend this code of ordinances.
   2.   All ordinances passed subsequent to this code of ordinances which amend, repeal, or in any way affect said code, may be supplemented every two years by being numbered in accordance with the numbering system of this code of ordinances and printed for inclusion therein. When subsequent ordinances repeal any chapter, section or subsection, or any portion thereof, such repealed portions may be excluded from this code of ordinances by omission thereof from re-printed pages. Such inclusion of ordinances passed subsequent to this code of ordinances which amend or add to this code (except in the case of repeal), shall be prima facie evidence of such subsequent ordinances until such time that this code of ordinances and subsequent ordinances numbered or omitted, are re-adopted as a new code of ordinances by the City Council.
   3.   An ordinance may contain only one subject and the subject shall be expressed in its title. The enacting clause of all ordinances passed by the City Council shall be “Be it ordained by the Council of the City of Cache, Oklahoma,” for city ordinances.
   4.   In the event a new section not heretofore existing in the code of ordinances is to be added, the following language shall generally be used: “Be it ordained by the Council of the City of Cache, Oklahoma that the Code of Ordinances of the City of Cache, Oklahoma is hereby amended by adding Section ____ to Article ___ of Chapter ___ which section reads as follows: ______________________.” The new section shall then be set out in full as desired.
