The City Council, by ordinance, may adopt by reference codes, ordinances and standards relating to building, plumbing, electrical installations and other matters which it has the power to regulate. Such a code, ordinance or standard so adopted, need not be enrolled in this code of ordinances; provided, that, three copies are filed and kept in the office of the City Clerk.
