1. The Chief of Police of the city and members of the Municipal Police Department are hereby authorized, within the limits set forth in this chapter, to impound vehicles under the circumstances hereinafter enumerated.
2. No impoundment shall be valid unless made under order of an authorized police officer, and in strict adherence to the procedures established in this article and other policies of the city.
