§ 18-18 RECKLESS DRIVING.
   It shall be unlawful for any person to drive any vehicle within the corporate limits of the city in a careless, negligent or reckless manner, without regard for the safety of persons, property or the lawful use of the streets; such person shall be guilty of reckless driving.
