§ 17-21 RIGHT OF CITY TO RE-OPEN PUBLIC WAY OR EASEMENT.
   1.   The city retains the absolute right to re-open any public way or easement without expense to the city.
   2.   The public way or easement may re-opened by ordinance whenever:
      a.   The City Council deems it necessary; or
      b.   An application of the property owners abutting more than one-half in area of the property abutting on the public way or easement previously closed is filed with governing body.
