Upon a showing that there is a reasonable basis to believe that the premises may not be in conformity with city health, fire or safety ordinances, personnel in the service of the city may enter any private premises served by municipal utilities at any reasonable time, and inspect the pipes, fixtures and/or wiring for violation of health, fire or safety ordinances.
