§ 16-65 CHARGES FOR SOLID WASTE COLLECTION AND DISPOSITION.
   For the purpose of supporting the operation of the municipal solid waste system, pursuant to the authority of the State Solid Waste Management Act of 1970, being 42 U.S.C. §§ 6901 et seq., there is hereby levied and assessed the following rates and charges against every owner, occupant or person in charge of any of the following user units within or without the city limits as they currently exist, or as they might from time to time be changed according to law.
   1.   Residential collection, $20.22. Single-family units and duplexes with separate refuse receptacles, the monthly rate is for once a week collection of one 95-gallon roll out (poly cart) container. Any trash, refuse or discarded items placed outside the 95-gallon poly cart(s) will not be picked up.
   2.   a.   Additional 95-gallon residential poly cart container, $9.19. Additional containers must be requested by the residence and is in addition to the residential collection rate and is applicable per residence, per container.

   4.   Bulky items and other waste material considered non-household trash shall be a separate charge. Household items in excess of 95-gallon container(s) shall be considered bulky items. The rate change for disposal of bulky items and other non-household trash, such as furniture, mattresses, water heaters, appliances and other similar waste, will be assessed per cubic yard.
      a.   Collection for bulk items will be on the last Tuesday of each month.
      b.   Bulk items shall not be placed curbside until the weekend prior to the last Tuesday of each month and no later than 7:00 a.m. on the day of collection.
   5.   The removal and disposal of refrigerators, construction material, demolition waste, salvaged automobiles, motorized vehicles, auto parts, used tires, hazardous waste, rock, concrete, sand, gravel, dirt, and large dead animals is the absolute responsibility and expense of the owner or person having the same, in charge of the disposal.
   6.   Limbs and/or tree trimmings, hereinafter called brushwood, yard clippings and dead leaves will be collected by the city, upon request, provided that;
      a.   Brushwood shall be securely tied in bundles not over four feet in length and stacked at the curb.
      b.   Bundles shall not exceed two feet, 48 inches in height and length nor exceed 50 pounds in weight.
      c.   Yard clippings and dead leaves shall be placed at the curb in suitable disposal bags and shall not exceed 50 pounds in weight.
      d.   Brushwood which are not bundled or exceeds the weight or length limit shall be considered bulky items. The removal of such is the responsibility and at the expense of the owner of person in charge of the disposal.
   7.   Solid waste containers, both the 95-gallon poly cart and the front load type dumpsters, shall be furnished to the customer. The container(s) must be maintained/kept in a satisfactory condition, recurrence of damages, destruction or theft, will require a deposit from the customer, equal to the replacement cost of the container. The use of any container, at a single-family dwelling, other than the 95-gallon poly cart furnished by the city or its designate, is prohibited. Refuse placed in containers, other than provided, will not be collected.
   8.   Trash and/or bulky items not placed inside the proper containers, will not be collected. Such trash remaining at the street for 24 hours after the scheduled pickup shall be a violation of this section. The use of container(s) not allocated to the premises shall be a violation of this section.
   9.   Any person found to be in violation of this section shall be guilty of an offense and upon conviction thereof, shall be fined in accordance with Chapter 11, Article 3, § 11-50 of this code of ordinances.
