§ 16-43 SEWER RATES AND FEES.
   1.   a.   All users of the municipally-owned wastewater treatment system shall be charged as follows:
         (1)   First   0 to 1,000 gallons, $7.73;
         (2)   Next   1,001 to 5,000 gallons, $0.52;
         (3)   Next   5,001 to 10,000 gallons, $0.77;
         (4)   Next   10,001 to 15,000 gallons, $1.03;
         (5)   Next   15,001 to 20,000 gallons, $1.29;
         (6)   Next   20,001 to 25,000 gallons, $1.55;
         (7)   Next   25,001 to 30,000 gallons, $1.80; and
         (8)   Next   30,001 and above to $2.06.
       b.   In the case of users not on a metered basis, the Utility Superintendent shall establish an estimate water consumption based on a comparison of the non-metered user with a metered user of a similar class. Example: a non-metered family of four will be compared to a typical family of four with a water meter to establish water consumption.
   2.   Of the sewer connection provided for in subsection 1. above services more than one dwelling or business establishment, the charge referred to above shall be for each such dwelling or business establishment located on each parcel of real property.
   3.   The assessments referred to above shall be billed to each user monthly and, in the event of the failure of any user to pay said assessment when due, the city shall have the right to have the Cache Public Works Authority discontinue furnishing water to said user.
   4.   Sewer connections and tap fees for installation of sewer service from the main or lateral to the property line shall be as follows:
      a.   Four-inch tap (minimum), $650; and
      b.   Larger than four inches, $700.
