§ 16-23 WATER RATES, FEES AND CHARGES.
   1.   The following rates shall be in effect for the water service provided by the Cache Public Works Authority (except as this schedule may be affected or altered by the user charge system in Article 9 of this chapter):
      a.   First   0 to 1,000 gallons, $21.22;
      b.   Next   1,001 to 5,000 gallons, $4.24;
      c.   Next   5,001 to 10,000 gallons, $4.56;
      d.   Next   10,001 to 15,000 gallons, $4.88;
      e.   Next   15,001 to 20,000 gallons, $5.20;
      f.   Next   20,001 to 25,000 gallons, $5.52;
      g.   Next   25,001 to 30,000 gallons, $5.84;
      h.   Next   30,001 and above to $6.15
   2.   Deposits for water and sewer service shall be $75 for owner/occupant service connections. The deposits for water and sewer service connection other than owner/occupant shall be $175.
      a.   Deposits for water service are subject to an increase. The first time water service is cut off for non-payment the consumer will be issued a written warning, advising his or her deposit will be increased the next time water service is terminated (cut off) due to non-payment. After the second interruption of water service for non-payment of the same consumer, deposits for water service shall be increased an additional $150.
      b.   The written warning will be issued at the time water service is reestablished from being cut off the first time.
      c.   There shall be a $250 deposit for water and sewer service for all commercial accounts.
   3.   Water service payments shall be due on the sixteenth of the month following billing; shut off notices shall be sent if overdue amounts are not paid by the sixteenth of the month; service shall be disconnected by the third of the month after notice has been delivered. There will be a $25 disconnect fee, and $25 re-connect fee. There will be a penalty of 15% of the unpaid balance in excess of $10 of the user’s water bill in addition to the regular water bill charge if the water bill is not paid on or before the sixteenth day of the month.
      a.   City water service shall not be provided to any residential commercial or other structure where there remains an unpaid water bill owed to the city for said residence, commercial building or structure.
      b.   The City Council may use or employ any lawful means to collect unpaid water bills to include, but not limited to, collection agencies, and all fees and charges incurred in collecting unpaid water bills shall be added to the outstanding water bill, and until the water bill, fees, charges and cost have been paid in full there will be no city water service to said residence, commercial building or structure.
   4.   The charges for municipal water service shall be as follows:
      a.   The minimum charge, per meter, per month, shall be $18.50;
      b.   A water distribution system enhancement and pumping fee of $14 per meter, per month, shall be applied to all water service connections of the municipally-owned water distribution system; and
      c.   A surcharge per meter, per month, of $5 shall be added, for water service outside the city limits.
   5.   Water connections and tap fees for installation of water service from the main to the property line, including installation of a meter and cut-off, shall be as follows:
      a.   Three-fourths inch, $650;
      b.   Over three-fourths inch and up to one inch, $750;
      c.   Larger than one inch but not more than two inches, $1,300; and
      d.   All other cost associated with making a water tap connection, to include, but not limited to, street boring, curb cuts, encasements and the like shall be the responsibility of the property owner.
   6.   There shall be a connection fee of $25 for new water service connections from existing waterlines for new and existing customers for each address where the water service is requested.
   7.   There shall be a $10 fee for the transfer of existing water service from one address or location to another by existing or new water service customers.
   8.   Reduction in rates for senior citizens and the low-income disabled on water, sewer and refuse monthly charges.
      a.   A reduction in rates of $8.50 shall be made for each single-family dwelling unit occupied by:
         (1)   An individual head of household 65 years of age or older with a combined annual gross household income of $15,000 or less; or
         (2)   An individual head of household regardless of age who is disabled as defined in this section and whose combined annual gross household income is $15,000 or less. DISABLED means an adult person having a physical or mental impairment which prevents gainful employment for one year or longer, and has documentation of such impairment from a recognized agency, such as, but not limited to, Social Security, Veterans Administration, Civil Service, private insurance company, pension fund or other documentation acceptable to the city.
      b.   Before such reduction is allowed, the person shall certify to the city on a form prescribed by the city, his or her, age, income, and that the applicant is the head of the household or the spouse of the head of the household, and the address of the single-family dwelling unit or which the application is made. In addition, qualified persons shall provide documentation which shows that the applicant or his or her spouse meets the criteria of age, income or disability. Such certification shall be made at the initial application and shall be renewed annually during the month of June of each year. Billings for the month of July and months thereafter, where although subsequent reapplication may occur, credit for lost months, at the regular rate, shall not be given. Application and reapplication, as previously outlined, shall be required. The reduction shall be applicable to single-family dwelling units within mobile home parks, apartments and other multi-family dwellings where each unit has a separate water meter.
      c.   This reduction applies to all city utility bills for services provided inside city limits.
      d.   Any person making a false or incorrect certification under this section shall be guilty of an offense and upon conviction thereof, shall be fined in accordance with Chapter 11, Article 3, § 11-50 of this code of ordinances.
