1. The city provides water, sewer and solid waste services for the residents of said municipality.
2. Water and sewer services are operated through the Cache Public Works Authority, a municipal trust of which said city is the beneficiary; said trust shall have control over the operation, maintenance and administration of said systems and services. Solid waste collection and disposal is the responsibility of the city.
