1. Where alleys are not provided, easements not less than ten feet wide shall be provided along each rear lot line, and along the side lot lines where necessary for use by public and private utilities. The Planning Commission may require aerial easements and easements of greater width for the extension of main storm and sanitary sewers and other utilities, where it is deemed necessary.
2. Right-of-way widths in excess of the standards designated in these regulations shall be required whenever, due to topography, additional width is necessary to provide adequate earth slopes. Such slopes shall not be in excess of three to one.
