All projects or matter that fall within the duties and powers of the Planning Commission or the Preservation Commission (as specified in this code of ordinances), shall be referred to either Commission for investigation and report, before any final action shall be taken thereon by the City Council. If either Commission fails to make an investigation and report on any matter referred to it within 60 days, or other agreed upon time, the City Council may proceed to act upon such matter.
