1. The Municipal Planning Commission and the Preservation Commission shall have jurisdiction over all land within the corporate limits of the city.
2. The jurisdictional area of the Regional Planning Commission shall include, for the purposes of the regulation and review of land subdivision only, any lands outside the corporate limits of the city whose any one boundary, at any point, shall be at and within a distance of three miles from the corporate limits of said community; provided, that, such jurisdiction shall only include land within the county.
