It shall be unlawful and an offense for any person to sell, barter, give away or otherwise furnish cigarettes or tobacco in any form to persons under 21 years of age, or to permit such persons under 21 years of age to frequent any premises owned, held or managed by said person, for the purpose of indulging in the use of cigarettes or tobacco in any form.
