It shall be unlawful and an offense for any person to sell, barter, give away or otherwise furnish cigarettes or tobacco in any form to a minor, or to permit such minor to frequent any premises owned, held or managed by said person, for the purpose of indulging in the use of cigarettes or tobacco in any form.
