§ 13-14 OFFENSES RELATING TO CONTROLLED DANGEROUS SUBSTANCES.
   1.   It shall be unlawful for any person under the influence of any narcotic or other controlled dangerous substance, to appear or be upon or in any street, alley, place of business or other public place within the city; or for any person to use any narcotic or other controlled dangerous substance upon or in any street, alley, place of business or other public place within said city; or for any person to use any narcotic or other controlled dangerous substance in any place within said city, except as legally-prescribed by a physician licensed to practice in the state; or for any person to loiter about a place where any narcotic or other controlled dangerous substance is sold or furnished illegally; or for any person to sell or furnish illegally to another person any narcotic or other controlled dangerous substance.
   2.   No person shall obtain, or attempt to obtain, narcotic drugs, narcotic drug preparations, barbiturates, amphetamines or stimulants:
      a.   By fraud, deceit, misrepresentation or subterfuge;
      b.   By forgery or alteration of a prescription or of any written order; or
      c.   By the use of a false name or the giving of a false address.
   3.   No person shall manufacture, possess, have under his or her control, sell, prescribe, administer, dispense or compound any LSD, narcotic drug preparations, barbiturates, amphetamine, stimulants or marijuana unless licensed or permitted to do so under the statutes of the state or the United States.
   4.   No person shall use LSD, narcotic drugs, narcotic drug preparations, barbiturates, amphetamines, stimulants or marijuana, except when used pursuant to the direction of a licensed physician or dentist for medicinal purposes.
   5.   No person shall be in possession of needles, spoons, pipes or other items associated with or used for illegal administration of drugs.
