All prosecutions for violation of this code of ordinances or other ordinances of the municipality, shall be styled “The City of Cache, Oklahoma, Plaintiff, vs. (naming defendant or defendants)”. Except as otherwise provided with respect to traffic violations, prosecutions shall be initiated by the filing of a written complaint, subscribed and verified by the person making the complaint and setting forth concisely the offense charged.
