§ 11-13 CHIEF OF POLICE.
   All writs or process of the Municipal Court shall be directed to the Chief of Police of the city who shall be the principal officer of the Court, and shall execute to all writs and other process directed to him or her; such duties may also be performed by any other member of the police force.
