§ 7-1 VOLUNTEER FIRE DEPARTMENT.
   1.   There is hereby established for the city a Volunteer Fire Department under the provisions of the State Volunteer Firefighters Act, being 11 O.S. §§ 29-201 through 29-205.
   2.   The City Volunteer Fire Department shall consist of not less than 12 and not more than 20 members. The Volunteer Fire Department shall not employ any full-time, salaried firefighters. Members of the city’s Volunteer Fire Department may continue as members of the Volunteer Fire Department established under this code of ordinances without probation, but shall be subject to the by-laws authorized under this code of ordinances.
   3.   All new members of the city’s Volunteer Fire Department shall first be approved by the City Council and shall be on probation for one year after their appointment to the Department by the City Council and shall not become regular members of the Department upon completion of their probation period, until each such new member has been approved by the majority of the regular members of the city’s Volunteer Fire Department.
   4.   The city’s Volunteer Fire Department shall adopt by-laws (a copy of which shall be deposited with the City Clerk), which shall include the following.
      a.   All volunteer firefighters are required, when notified, to respond to alarms of fire and other emergencies.
      b.   All volunteer firefighters are required to be present at all regular meetings, call meetings and schools presented for the benefit of the firefighters.
      c.   There shall be at least one regular business meeting each month.
      d.   Any volunteer firefighter having two unexcused absences in a period of three months, will be dropped from the Department rolls.
      e.   Volunteer firefighters leaving city for an extended period of time shall notify the Fire Chief in advance.
      f.   All volunteer firefighters are required to have a telephone.
      g.   Any volunteer firefighter refusing to attend training classes provided for him or her will be dropped.
      h.   Any volunteer of the Fire Department shall be dropped from the rolls by the City Council, upon the recommendation of the Fire Chief, for any of the following offenses:
         (1)   Conduct unbecoming a firefighter;
         (2)   Insubordination;
         (3)   Neglect of duty;
         (4)   Violation of rules and regulations governing the Department; or
         (5)   Conviction of a felony.
      i.   All volunteer firefighters for the city must live within a three-mile distance from the Fire Station unless, because of the specialized skills of a particular firefighter, it is determined by the City Fire Chief and the City Council that this requirement is to be waived as to that firefighter with specialized skills. SPECIALIZED SKILLS mean those skills over and above the skills a firefighter is ordinarily trained to have.
   5.   Copies of this code of ordinances and any amendments relating to the Volunteer Fire Department of the city shall be submitted to the State Insurance Commissioner.
