Every pawnbroker or pawnshop keeper in the city must before the hour of 12:00 p.m. noon on every day except Sunday, make and deliver to the Chief of Police, or to the front desk at the Police Department, the original and two copies of the records, covering each article or thing pawned or received by such pawnbroker or pawnshop keeper during the 24-hour period ending as of the next previous midnight. The report made on each Monday shall include all articles pawned or received from and after the report made and delivered on the Saturday preceding. If no article or thing has been pawned or received, a report must be made to that effect.
