1. No person shall conduct, engage in or operate in any manner a child care facility within the city without having first obtained a permit as provided for in this article. A separate permit shall be required for each location at which a child facility shall be operated.
2. The permit fees shall be as provided in the fee schedule. However, political subdivisions of this state are exempt from payment of the fees for a child care facility owned and operated directly by the political subdivision.
3. The permit as provided for in this article shall be prominently displayed on the premises of the day care facility.
4. All public advertisement of child care facilities shall clearly display the city’s permit number as provided for in this article.
