§ 1-21 POWERS OF THE CITY COUNCIL.
   Except as otherwise provided in this code of ordinances, all powers of the municipality, including the determination of matters of policy, shall be vested in the City Council; said City Council shall have, and may utilize, all of the powers granted to the municipality and said City Council by the State Constitution and laws.
