1. The City Council shall consist, and be composed of, five Council members. Each Council member shall be nominated and elected according to current state law. Council members shall be actual residents and registered voters of the city and must reside in their respective wards.
2. The resolution of the City Council calling for a general or special election to fill the office of Council member shall state the number of four-year terms and the number unexpired terms, if any, to be filled. The resolution shall direct that the ballot shall state the offices of Council member to be filled for each term.
3. At the general election on April 1, 1995, the City Clerk-Treasurer shall be elected for a term of four years.
4. All Council members and the City Clerk-Treasurer shall be elected for terms of four years, beginning at 12:00 p.m. noon on the second Monday following the municipal general election.
5. Pursuant to 11 O.S. § 16-302, the city declares that it shall not be governed by the State Open Meeting Act (being 25 O.S. §§ 301 through 314) as a means of electing its officers and deciding initiative and referendum questions.
6. The city shall continue to elect its officers and decide initiative and referendum questions through elections conducted by the County Election Board, pursuant to 11 O.S. §§ 16-101 et seq.
