901.03 ISSUANCE OF MAYOR'S PERMIT.
   (a)    The Village Clerk and Street Commissioner shall direct the application specified in Section 901.02 to the Village Engineer. However, should the application be accompanied by an affidavit and/or statement signed by the applicant to the effect that the costs pertaining to construction and/or reconstruction of Village property as a result of the applicant's work is less than one thousand dollars ($1,000) and will be completed within fourteen days after the issuance of a permit, the Village Clerk and the Street Commissioner may elect, at their discretion, to grant a permit, called a Mayor's permit, to do the work specified on the application.
   (b)    A fee of fifty dollars ($50.00) shall be required for the issuance of such Mayor's permit. If a Mayor's permit is granted, the work shall be performed under the direction and supervision of the Street Commissioner and in accordance with such rules, regulations and specifications currently in effect for the Village or as are agreed upon in advance by the applicant and the Village acting through its authorized representatives.
   (c)    In addition, the Mayor, Street Commissioner or Village Clerk shall decide what bond, if any, shall be required of the applicant and whether such bond shall be posted by a suitable surety, certified check or cash, provided, however, in no event shall the value or amount of the bond exceed five thousand dollars ($5,000).
   (d)    If the work does not proceed according to the agreed terms and conditions, the Street Commissioner shall notify the Mayor and the Mayor may withdraw the Mayor's permit and turn the matter over to the Village Engineer for proceedings in accordance with Sections 901.04 to 901.06.
