§ 155.16   PLAN REVIEW; CERTIFICATION.
   (A)   Plan review.  The Zoning Administrator shall obtain, review, and reasonably utilize any base flood elevation and floodway data available from a federal, state, or other source, as criteria for requiring that new construction, substantial improvements, or other development in Zone A for compliance with §§ 155.06 - 155.09 of this code.  Note that available base flood data include data submitted with subdivision proposals and other proposed developments greater than 50 lots or 5 acres, whichever is less, including manufactured home parks and subdivisions.
   (B)   Elevation certification.  The city shall require a certificate of elevation and maintain a file of these certificates for the lowest floor, including basements, if the flood elevation data is obtained from other sources than the Flood Insurance Rate Maps (FIRM), as administered by the Federal Emergency Management Agency (FEMA).
   (C)   Floodproofing certificate.  All nonresidential structure is intended to be made watertight below the base flood level.
      (1)   A registered professional engineer or architect shall develop or review structural design, specifications, and plans for the construction, and shall certify that the design and methods of construction are in accordance with accepted standards of practice for meeting the applicable provisions of this Chapter 155; and
      (2)   A record of these certificates which includes the specific elevation (in relation to mean sea level) to which the structures are floodproofed shall be maintained with the official designated by the community.
