(A) For the purpose of this ordinance, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC IMPROVEMENT. Includes the reconstruction in whole or in part of any structure or work as well as the original construction thereof.
(B) The cost of surveys, maps, drawings, plans, and specifications for a public improvement and all expenses incident to the proceedings for the making of those improvements, the making and collecting of the special assessments therefor, the issuance of bonds in anticipation of the special assessments, and not to exceed 1 year’s interest on bonds to be issued to finance the improvements, shall be deemed a part of the cost of the improvements. Whenever any property is acquired by condemnation or otherwise for the purpose of any public improvement, all or any part of the cost thereof may be included as a part of the cost of the improvement. Any assessment may be made upon the basis of the estimated cost of the improvement, if the actual cost has not been definitely determined.
