When a vacancy occurs in the office of Mayor, the Council shall meet within ten (10) days and appoint a Mayor from the members of the Council, and shall also fill the Council vacancy created thereby. Such appointments shall be for a term ending on the second Monday following the next regular city election.
In the event a successor to the Mayor cannot be selected from the members of the Council, the Council shall appoint a successor in the same manner as provided in section 3.14 for filling Council vacancies.
