(a) If a vacancy occurs in the Council, except in the case of recall, the Council shall fill the vacancy by appointment within thirty (30) days thereafter. Each such appointment, except as otherwise provided in this charter, shall be for a term ending on the second Monday following the next regular city election.
(b) If a vacancy occurs in an appointive office, such vacancy shall be filled within thirty (30) days thereafter in the manner provided for making the original appointment. Such time may be extended for not more than an additional sixty (60) days, by Council resolution setting forth the reasons therefor.
