(A) Users of the system shall be divided into classes. Classes shall be groups of users for which the wastewater characteristics are approximately equal and services provided are essentially the same. Initially, there shall be established 2 classes of users, as follows:
(1) Non-industrial user class, and
(2) Industrial user class.
(B) The user charges shall result in the distribution of the costs of operation and maintenance of the system to each user class in proportion to the user’s contribution of the total wastewater loading. Factors such as strength, volume, and delivery flow rate characteristics shall be included to ensure a proportional distribution of the costs. The Director may establish additional classes as determined to be necessary.
(C) Charges for sewer service during a selected 3-month summer period will be a maximum of that charge determined from individual water meter readings at single- family residential customers based on a formula adapted by Council resolution and amended from time to time.
