§ 52.083   TREATMENT CHARGES; BASIS.
   (A)   Each user whose premises are heretofore or hereafter connected to a public sewer shall pay to the city a monthly charge for sewage disposal and treatment as provided in this ordinance.
   (B)   Where individual water meter readings are available from meters approved by the Director, measuring water from public or private supplies, the readings shall boused as a basis for payment. When water meter readings are not available, a flat rate charge shall be made on the basis of equivalent units and shall be based on the Equivalent User Table Appendix A or Appendix B as set by Council and amended by resolution from time to time.
   (C)   The total charge for service to each user shall be determined by taking the sum of the individual charge determined as follows:
   (D)   Individually metered users' monthly charges as set by the City Council, and amended by resolution from time to time.
   (E)   Individually unmetered users' monthly charges as set by the City Council, and amended by resolution from time to time.
   (F)   Industrial pollutant loading charges to be levied by Genesee County Water and Waste to be made when industrial waste strength exceeds the limits as adopted by the Genesee County Board of Water Commissioners.
   (G)   In addition to the above charges, each user shall pay the charges for miscellaneous service and monitoring as determined by the Genesee County Water and Waste. All funds received as a result of the miscellaneous charges will be credited to the system revolving fund.
   (H)   Any person who is responsible for discharging prohibited material shall be charged the actual expense incurred by the Genesee County Water and Waste for the handling, treatment, and removal of that material in the system, including an administrative fee as established by Council and amended from time to time by resolution.
   (I)   Any person who is responsible for damage to the system shall be charged the full cost of repair of the damage. The cost shall include, but not be limited to, labor, equipment, materials, administrative expense, interest on borrowed funds, engineering, legal, or other professional fees, and charges to the Genesee County Water and Waste by other utilities.
