No waste originating from a cleanout of any septic tank, seepage pit, or cesspool used for the purposes of collecting human excrement and/or domestic, industrial, or commercial waste shall be disposed of or dumped except into a designated and approved septage receiving station, consistent with all applicable local and state laws and regulations. Dumping or discharging such waste into a public sewage collection system (including, but not limited to, into a manhole) is expressly prohibited.
