It shall be unlawful, within the city, to sell liquor by the drink as provided by in Idaho Code title 23, chapter 9, unless a state of Idaho, a Twin Falls County, and a city liquor by the drink license shall first be obtained, as herein provided. The rules, regulations, and provisions concerning the license and operation of a place of business for the sale of liquor by the drink as set forth in Idaho Code section 23-903 must be complied with at all times. Such license shall be signed by the licensee and prominently displayed in the place of business at all times.
