Any person, firm or corporation who shall: a) knowingly divert water service of the City to his own benefit or the benefit of another not entitled thereto; or b) use City water from the City water system for any purpose not stated in the application for City water service; or c) maliciously interferes with, damages or vandalizes any City water meter or the City water system or any part thereof, shall be deemed guilty of an infraction and subject to penalty as provided in this Code.
