Officers and employees of the city shall have free access to all buildings to which water may be delivered from the city mains and the location of all city water meters for the purpose of inspecting conditions of the pipes, fixtures and meters and the reading of water meters. No structures shall be constructed, erected or maintained nor any vehicles parked so as to interfere with such access. The owner must control all dogs or other pets so that they do not interfere with such access. Failure to keep the meter accessible for meter reading may result in a charge for returning to read the meter. (1974 Code § 1-506)
