It shall be unlawful for any person or persons to run or engage in, or cause to be run or engaged in, any bicycle race within the corporate limits of the city; provided, that road races may be run and engaged in under the supervision and direction of the chief of police, who is hereby given authority to designate the streets that may be traversed in such road races.
