5-2-3: STOPPING, STANDING OR PARKING:
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
   A.   Stop, stand or park a vehicle:
      1.   On the roadway side of any vehicle stopped or parked at the edge or curb of a street (commonly referred to as double parked);
      2.   On a sidewalk;
      3.   In the area between the street curb or side of street and the sidewalk in any residential zone unless designated for parking;
      4.   Within an intersection;
      5.   Within a fire lane;
      6.   Within a properly marked "handicapped parking" space, unless authorized to do so under section 5-2-9 of this chapter or Idaho Code sections 49-210 and 49-213;
      7.   On a crosswalk;
      8.   On a bike lane or bike path as designated by painted lines;
      9.   Within twenty feet (20') of a bike path approach;
      10.   Within a safety zone indicated by signs or markings;
      11.   Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
      12.   Upon any bridge or other elevated structure upon a highway;
      13.   On any railroad tracks;
      14.   At any place where official traffic control devices posted at the direction or under the authority of the city or Buhl highway district prohibit or limit such stopping, standing or parking. It shall be prohibited for any vehicle to remain stopped, standing or parked past the time prescribed on each traffic control device. At the expiration of the posted time limit, the subject vehicle shall be removed from the block face of the area in which it was parked and not returned to such restricted area for the remainder of that calendar day.
   B.   Stand or park a vehicle, unless driver occupied, except temporarily to pick up or discharge a passenger(s):
      1.   In front of a public or private driveway.
      2.   Within fifteen feet (15') of a fire hydrant.
      3.   Within twenty feet (20') of a crosswalk or bike/pedestrian curb ramp, except at an intersection where a traffic control signal is in operation.
      4.   Within thirty feet (30') upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of the roadway.
      5.   Within a properly signposted no parking zone around a fire station.
      6.   At any place where official traffic control devices posted at the direction or under the authority of the city or Buhl highway district prohibit such stopping or parking.
   C.   Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passenger(s):
      1.   Within fifty feet (50') of the nearest rail or railroad crossing;
      2.   At any place where official traffic control devices prohibit such parking. (1974 Code § 7-203)
