It shall be unlawful for any person to drive or operate a motor vehicle on or across any paved street within the City when such vehicle has tires so constructed or in such condition as to injure the pavement; provided, that nothing herein contained shall be deemed to prohibit the use of antiskid chains or rubber tires attached to the wheels of motor vehicles.
